Jocelyn Lopez
General Manager
Jocelyn is a Licensed Real Estate Agent with the State of Alaska and brings over six years of experience in Association and Property Management, paired with an extensive background in finance, HOA budgeting, and capital improvement planning. As General Manager, she oversees day-to-day operations, Board relations, vendor partnerships, and long-term community initiatives, ensuring communities are both well managed and financially sound. She works closely with organizations such as the Federal Housing Administration (FHA) and the Alaska Housing Finance Corporation (AHFC) to help Homeowner Associations meet financing and certification requirements, supporting homeowners and buyers with greater access to lending opportunities.
Known for her organized, approachable leadership style and attention to detail, Jocelyn is dedicated to fostering strong relationships with Boards, homeowners, and industry partners while helping communities plan for sustainable growth and successful capital improvements.

Joy Nilsson – Association Manager
Joy is a lifelong Alaskan born and raised in the Bethel area. She began working for Roy Briley in 2022, after transitioning from many years spent in the healthcare management industry. Often complimented for her upbeat personality, she takes pride in her approach to customer-oriented service. When not at work, she is generally found spending time with family, reading, or working on projects around the house. In the summer months she enjoys spending time outside fishing, working on yard projects, camping, and foraging. Joy is a Licensed Real Estate Agent with the State of Alaska.
Austin Dailey - Association Manager
Austin is a Licensed Real Estate Agent with the State of Alaska who brings a wide array of experience from years in real estate sales, property management, and business development roles. He enjoys advocating for homeowners and helping navigate the intricacies of community involvement required for HOAs. Austin is a strong supporter of HOA participation and encourages all homeowners to be part of the process to improve the neighborhoods they call home. Feel free to chat him up about all things HOA! You can find Austin in the mountains on his days off - climbing peaks, wandering trails, or simply taking in all the beauty Alaska has to offer.
Alex Lopez - Finance Director
Alex Lopez brings a strong background in Banking, Accounting, and Real Estate Finance to his role as Finance Director at Roy Briley Association Management. He began his career in the banking industry before transitioning into HOA finance as a Bookkeeper and later advancing to Accounting Manager with Roy Briley Rental & Property Management. His experience and leadership ultimately led him to his current role overseeing RBAM’s Association Financial operations.
As Finance Director, Alex works closely with HOA Boards on budgeting, financial planning, reserve funding, and long-term financial stability. He specializes in helping Associations navigate AHFC and FHA requirements, ensuring budgets and financial practices remain aligned with evolving lending guidelines. By staying current on industry and financing standards, Alex helps position RBAM’s communities to remain financially strong and financeable for current and future homeowners.
Outside of the office, Alex enjoys spending time with his family, playing guitar, and continuing his studies.
Janet Souhala – Association Manager
Janet brings over a decade of experience in hospitality and client service. Her background includes managing complex client accounts, negotiating contracts, and coordinating large-scale events, skills that translate seamlessly into HOA management. Janet is highly organized, detail-oriented, and adept at resolving concerns quickly and professionally. She has extensive experience in financial processes, vendor negotiations, and compliance oversight, ensuring smooth operations and exceptional service delivery. Known for her proactive approach and strong communication skills, Janet is committed to fostering positive relationships with Boards and homeowners while maintaining the integrity and efficiency of community operations.
Ross Arter - Association Manager
Ross is a Licensed Real Estate Agent with the State of Alaska. He possesses a diverse background rooted in operations, public service, and proactive problem-solving. Previously, Ross worked under the Department of Homeland Security as a Coordination Center Officer, serving as a critical information link between Washington, D.C., and local regulatory teams. His career also includes extensive retail and hospitality management experience, specializing in multi-unit restaurant maintenance coordination. Ross leverages this unique expertise in logistics, compliance, and facilities oversight to protect our communities. He is deeply committed to helping others and delivering exceptional service to our residents every day.
